Margaret Carter was born on April 9th, 1919. She would eventually become a British operative and be assigned as liaison to the U.S. Army. She was further assigned to the Strategic Scientific Reserve under Colonel Chester Phillips. She assisted in training candidates for Operation: Rebirth and had her reservations about Steve Rogers. On their way to the secret base in Brooklyn, she and Steve had a very awkward conversation in the car. It was after Steve's successful transformation that Erskine was murdered and she followed Steve's chase after the spy. She was able to get a few rounds off but overall it was Steve who would ultimately catch up.
After this, she was recruited along with Howard Stark to take the SSR to Europe so that they could take the fight to Hydra. Peggy knew that Steve could do more good and she and Stark both helped Steve rescue the POWs. She then developed a crush on Steve although she was in a little bit of denial and referred to it as "having faith in him."
Peggy assisted the company of soldiers led by Colonel Phillips as they attacked Hydra's final base of operations and listened over the radio as Steve flew the plane with the Tesseract into the Atlantic Ocean. In tears, she was heartbroken.
It wasn't long after these events that Agent Carter became a full member of the Strategic Scientific Reserves. Unfortunately, instead of working in the field, her talents were being wasted behind a desk. One night, while she was finishing up paperwork, a call came in on the mission line that told her the location of Zodiac, a criminal organization. She took out the members single handed and retrieved the serum as per mission parameters. She was, however, reprimanded for not following procedure. It was at this moment that the same phone rang and Howard Stark told Agent Flynn, her superior, that she would be the co-head of S.H.I.E.L.D. along with him.
